Summary
The Superintendent is responsible for the successful planning and management of the TFM Social Community Fund (a not-for-profit organization or ASBL) in order to develop its capacity as an organization that supports local development. The Superintendent will oversee the Social Community Fund Team and manage and implement programs according to strategic direction set by the Fund Board of Directors.

Work Environment
Position involves work to be predominantly executed in rural areas of the Democratic Republic of the Congo. Resources can be limited, so the candidate must be a self-starter, have good personal organization skills for managing activities across multiple sites and in challenging circumstances
Work is in a mine or processing plant setting, which may include exposure to extremes in temperature and humidity, moving mechanical parts, risk of electrical shock, toxic chemicals, explosives, fumes or airborne particles
While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs and ladders, work on elevated platforms, talk, hear and see
Occasionally may be required to lift moderately heavy objects up to thirty (30) pounds during the course of the workday
Personal protective equipment is required when performing work in a mine, outdoor, manufacturing or plant environment, including hard hat, hearing protection, safety glasses, safety footwear, and as needed, respirator, rubber steel-toe boots, protective clothing, gloves and any other protective equipment as required

The Superintendent will oversee the Social Community Fund Team and manage and implement programs according to strategic direction set by the Fund Board of Directors.
Essential Functions
- Manage the day-to-day activities of the Fund.
- Manage relationships with high-level internal (Fund, TFM, Corporate) and external (Government, Community) stakeholders.
- Oversee engagement with community stakeholders via coordination of Stakeholder Forum meetings in order to conduct participatory strategic planning for community development, ensure community input in ASBL activities, and communicate Fund activities
- Provide professional advice to the Board of Directors on all aspects of the ASBL’s activities; identify, assess, and inform the Board of Directors of internal and external issues that affect the ASBL.
- Oversee preparation for Board meetings, including the agenda, invitations and meeting logistics.
- Review, evaluate and recommend project proposals for approval/rejection based on pre-defined criteria determined by the Board.
- Identify potential implementation partners and develop and manage contracts with third-party implementers.
- Oversee coordination of implementation, monitoring and evaluation of funded projects/programs.
- Define Fund program strategy for all areas of intervention in consultation with key internal (Fund, TFM, Corporate) and external (Government, Community) stakeholders.
- Prepare the annual budget and program plan for Board approval, including regular financial reports on contributions and expenditures.
- Ensure that Fund grants awarded are in line with (1) community needs and priorities, (2) internationally recognized development strategy (ie, the UN’s Millennium Development Goals & the DRC’s “Cinq Chantiers”), and (3) the policies and guidelines of the Board, and vetted by TFM Senior Management.
- Report on both programmatic and financial aspects of the fund (funding received, grants dispersed and projects/programs funded) both internally (to the Board, TFM Senior Management & Corporate) and externally (to the Stakeholder Forum and the general public) to ensure transparent use of funds; includes coordinating development and publication of an annual Fund Report.
- Plan and communicate funds available.
- Foster effective team work between the Board, the Community Development Department, Fund staff, TFM Senior Management and Corporate.
- Ensure coherence between the Fund’s activities and those of the TFM’s Community Development Department, Donation Committee and broader Social Investment strategy.
- Refine Fund policies and procedures for Board approval; then enforce, review and report on their implementation.
- Approve expenditures within the authority delegated by the Board.
- Oversee staff to ensure that sound bookkeeping and accounting procedures are followed; liaise with external and internal auditors appointed by TFM and/or the Board as well as Corporate Accounting.
- Ensure that governance structures and controls are functioning properly; report on them to the Board.
- Oversee management of the Fund’s official documentation and filing, including filing of Board minutes, grant applications, policy documents, etc.

- Bachelor’s degree in a related social science field is required; Five (5) or more years of related experience
- Fluency in English and French is required; proficiency in Swahili or other local languages is preferred
- Knowledge of leadership and management principles as they relate to non-profit organizations and foundations
- Knowledge of sustainable development principles and strategy
- Knowledge of all federal and provincial legislation applicable to non-profit organizations, including employment, human rights, occupational health and safety, etc.
- Knowledge of current community challenges and opportunities related to the organization’s mission
- Experience in coordinating, conducting and producing results from stakeholder engagement and consultation
- Knowledge of human resources, financial and project management
- Proficiency in Word, Excel and PowerPoint (Microsoft Office)
- Strong leadership skills; experience leading a team of diverse skillsets and functions
- Strong communication skills, both verbal and written
