SECTOR LEAD: RENEWABLE ENERGY
BACKGROUND
ÉLAN RDC is a private sector development programme that aims to increase the incomes of over a million low-income men and women in the DRC by 2020. ÉLAN RCD is implemented by the consultancy firm Adam Smith International and funded by the UK government as part of its private sector development strategy in the DRC. We aim to build a more efficient and inclusive economy for the DRC. We provide international expertise and market insight to businesses, financial institutions and industry associations, supporting them to innovate and grow. We follow a “market systems development” approach (also known as the “Making Markets Work for the Poor” (M4P) approach), which seeks to develop and promote sustainable and scalable solutions to systemic constraints in markets that prevent poor producers and consumers from benefiting from their participation in them.
SECTOR AND INTERVENTIONS
Drawing on his/her expertise and previous experience in the area, the Renewable Energy Sector Lead will lead on developing and delivering ÉLAN RDC’s energy portfolio across the country. This is a consulting position, based in Goma, with field work to Kinshasa and other provinces in the DRC. The Sector Lead will work as part of the programme’s technical team comprised of local and international specialists but will be expressly responsible for the deliverables outlined in this scope of work.
OBJECTIVES
Drawing on his/her expertise and experience in the energy sector, the consultant will support the renewable Energy team on the development and execution of its strategy. This will be accomplished by providing input and coordination on the overall portfolio, providing specific support on assigned interventions, and completing other tasks as required to advance the RE portfolio. The position will be based in Goma with travel to provinces.
SCOPE OF WORK
The Renewable Energy Sector Lead will work in close collaboration with teams in Kinshasa and Goma on Renewable Energy activities, as well as our key partners and technical specialists across the country.
She/ will be responsible for the following tasks:
1. Portfolio
In collaboration with Intervention Leads, develop annual sector work plan;
In collaboration with Intervention Leads, ensure the delivery of sector-focused targets as agreed with and approved by the Senior Management Team;
As appropriate, identify opportunities in Renewable Energy and propose to the Senior Management Team;
Effectively manage partner relations (when leading on an intervention) or support the effective management of partner relations (when supporting an Intervention Lead);
Identify and liaise with relevant partners and stakeholders to support the replication of the results and good practices generated by our pilot projects and advise them on energy investment opportunities;
Ensure that lessons learned are disseminated and applied.
Programme
Hold monthly sector meetings;
Lead on submitting inputs to programme and sector reports as required, including but not limited to:
i. Annual report and business plan;
ii. Quarterly report;
iii. Regular work tools (such as M4P tools, Sector Tracking Tool, CN, PAs, ITTs etc.);
Participate in provincial or other meetings as needed to provide sector inputs;
Contribute effectively and efficiently to ELAN’s processes including the review of documents related to partnership management.People
In collaboration with SMT, identify human resource needs for the sector (both short term and long term), draft a scope of work and recommend (or request) the approval from the SMT that will ensure that plans are met;
Proactively search for experts that will fit SMT-approved resource needs
Coordinate and help supervise the work of the technical experts and relevant core staff working on ELAN RDC Renewable Energy projects;
Contribute to performance planning and evaluations of consultants and core staff involved in the sector.
Other tasks as reasonably required by the needs of the project.
All of the Sector Lead’s project output and activities should follow ÉLAN RDC standards, templates and procedures.
Exigences
SKILLS & EXPERIENCE REQUIRED
University degree in electrical engineering, business management or similar field;
At least 5 years in Private sector development, BoP marketing, renewable energy business management and/or related field, including extensive experience in DRC or Africa;
Experience of supervising and training junior staff;
Ability to work in remote and challenging environments;
Excellent level of English and French (written and oral);
REPORTING & MANAGEMENT
The consultant will report to the Deputy Team Leader on technical issues; the Project Management Team on all contractual and financial matters; and the Operations Team on all operational and security-related matters.
TIMING & DURATION
The consultant will be based in Goma, with travel expected to other provinces. The assignment will begin on October 1, 2019 and conclude on July 31, 2019.
